Quality Management System

At Secure-All Security our commitment to continual quality improvement and customer satisfaction is an essential ingredient within our company culture and values. This commitment is a fundamental part of our Quality Management System which we have developed in line with the internationally recognised ISO9001:2015 Quality Standard. Our Quality Management System has been audited and certified by the National Standards Authority of Ireland (NSAI) as meeting the rigorous requirements of this prestigious standard. Our Quality Policy has customer satisfaction at its heart.

Private Security Authority (PSA)

The Private Security Authority (PSA), established under the Private Security Services Act 2004, is the regulatory body for the private security industry. Under the Act,PSA approved Security Company licences are now compulsory for private security contractors providing security guarding services as well as each individual guard. Contractors providing security guarding services without a licence are breaking the law. Similarly, any person employing an unlicensed security guarding company or an unlicensed guard is also breaking the law and faces penalties ranging from a €3,000 fine up to 5 years imprisonment. In order to obtain a licence from the Private Security Authority, the security provider must prove compliance with national standards and be a fit and proper person to work within the industry. Along with the appropriate application licence fee, a contractor applying for a PSA licence must present the following:

  • Evidence of having attained the required standard (PSA 28)
  • Tax Clearance Certificate
  • Certificate of Incorporation of a Company
  • Certificate of Business Name, where trade name is not that of owner
  • Auditor’s Turnover Certificate, where the applicant is a company
  • Completed Criminality Checking Authorisation forms


A licence granted by the PSA is for a two-year period from the date of issue. The PSA can, at any time, suspend or revoke a contractor’s licence if the contractor fails to comply with the conditions of the licence. In order to check if a company is licensed you can check the PSA register of licensees on www.psa.gov.ie.

PSA 28

The quality standard for the manned guarding sector is PSA 28.

The standard covers both static and mobile guarding services and addresses areas such as:

  • Tax and insurance compliance
  • Premises suitability
  • Company information
  • ID
  • Health and safety
  • Recruitment procedures
  • Employee screening
  • Operational procedures
  • Training system


The Private Security Authority has stated that certification to the PSA 28 Standard for Guarding Security Services is the compulsory requirement for all guarding companies as part of their licensing application.
